Do not be surprised! Most of the performance testers just look at the CPU utilization graph and conclude the performance of the application. It is not their fault because they did not get a chance to deep-down this term or maybe ignore it.
Brendan Gregg has written a wonderful article on CPU utilization and described the correct way to read CPU stats. His article name is also interesting "CPU Utilization is wrong", so don't wait and read it carefully.
