Could you please read my blog related to Throughput, Bandwidth, Response Time and Latency. Once throughput reaches the maximum limit of bandwidth, it becomes constant; resulting flat line in graph.
Generally, throughput decreases when there is a bottleneck at server end and due to that bottleneck rate of bytes reduces. Let's say large of requests are waiting in queue and server unable to handle all those requests and that will impact to throughput.
